The 20th edition of the Index of Rationality is developed for a total of five services, as follows:

  • capture of stray dogs, transport to shelters or veterinary station and return in the area;
  • one-day accommodation at dog shelters;
  • leishmaniasis laboratory testing;
  • sterilization (castration) of male dogs and
  • sterilization (ovariohysterectomy) of female dogs.

Development of this index covered a total of 28 institutions at local level, all of which had organized this type of public procurement in the course of 2022.

The overall goal for development of the index of rationality with these five types of services is to detect possible differences in price attained and to help contracting authorities learn about price variations for said services, which would allow them, in the future, to work on improving rationality in public spending.
