Exploring PPP and Concession Potential for Regional Development in the Western Balkans (2025-2026)

The main objective of the project is to accelerate regional development and EU integration by strengthening PPP and concession governance in the WB6 countries through transparency, legal alignment, and integration with public procurement systems. Specific objectives are: (1) to assess and compare existing PPP/concession frameworks with EU standards and provide actionable recommendations for legal and institutional reforms, (2) to strengthen transparency by linking PPP/concession data to public procurement databases and promoting systematic disclosure and (3) to foster regional cooperation and knowledge sharing among WB6 stakeholders.

Expected results:

  • Clear roadmap for aligning PPP and concession frameworks with EU standards.
  • Six national reports with tailored recommendations + one comprehensive regional report.
  • Strengthened regional collaboration and institutional capacities.
  • Pilot interoperability between PPP/concession and procurement databases.

The project is financed by the Open Society Foundations Western Balkans and it is implemented in partnership with Bečej Youth Association (Serbia), The Centre for New Initiatives (Montenegro), Enterprise Development Agency – EDA (Bosnia & Herzegovina), Lëvizja FOL (Kosovo) and Centre for Legal Empowerment (Albania).
