The six national assessments of public-private partnerships (PPPs) and concessions in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia reveal a region with substantial potential to use PPPs and concessions for infrastructure development and public service delivery, but significant differences in legal maturity, institutional capacity, fiscal oversight, transparency, and digital interoperability.

The assessments were conducted against a common regional methodology focused on alignment with Directive 2014/23/EU on the award of concession contracts, Directive 2014/24/EU on public procurement, relevant EU principles, open contracting, and public investment governance. The national reports were explicitly designed to feed into a regional comparative analysis, harmonisation roadmap, and concept for interoperability between PPP/concession databases and public procurement systems.
