Center for Civil Communications (CCC) published the Report of the research on public procurement related to environmental protection to detect the risks of corruption and the Document with recommendations to encourage implementation of "green" public procurement and prevent corruption in the process.

A network of nine non-governmental organizations led by the Center for Civil Communications made an assessment of the risks of corruption in public procurement in eight municipalities of the country: Bitola, Kichevo, Kumanovo, Negotino, Strumica, Tetovo, Chair and Shtip. The research focused on public procurement carried out by municipalities and local public enterprises.

Center for Civil Communications presented the initial findings from the monitoring of public procurement related to environmental protection and from the research on the (non)application of "green" public procurement in the country and the influence of corruption risks in the process.

The Platform of Civil Society Organizations for Fight Against Corruption, whose member is the Center for Civil Communications, published the first Anti-Corruption Monthly for November 2022 as an informant about the activities of the members of the Platform in the past month.

Skopje, 19.10.2022 Representatives of civil society organizations in the field of environmental protection and the fight against corruption exchanged ideas and knowledge for detecting the risks of corruption in public procurement related to environmental protection, as well as for a more complete coverage of the situation with sustainable public procurement in the country.

More than 170 representatives of municipalities and local public enterprises from Bitola, Kichevo, Kumanovo, Negotino, Strumica, Tetovo, Chair and Shtip participated in a series of 8 trainings held from May to October this year, which should help the municipal administration and of employees in local public enterprises to introduce an integrity system, to increase transparency, as well as assess the risks of corruption in public procurement and reduce them.

The research conducted in June 2022 shows that, in 2022, the 30 biggest state-owned enterprises have published only 48% of information and documents they are obliged to share/upload on their official websites.

The Index of Rationality no.19 is developed for the following types of products: - air purifiers; - laptops; and - industrial salt. Development of individual indices for these products covered a total of 21 national and local institutions that have organized public procurements for these types of goods in the course of 2020 and 2021.

The Index of Rationality no.18 is developed for the following three types of products: school interactive boards; pellets with minimum heating capacity of 4.6 kwh/kg and pellets with heating capacity of 4.9 to 5.3 kwh/kg; and print paper.

Center for Civil Communications (CCC) published the survey and database of new passenger vehicles purchased by state institutions during the crisis period from March 2020 onwards.The research shows that 142 new passenger vehicles were purchased for 3,6 million euros.

COVID-19 public procurements have been plagued by many problems and corruption risks.

The operation of state-owned/public enterprises through the prism of financial indicators 2015-2019 Today (15.01.2021) the Center for Civil Communications (CCC) published the Financial analysis of the operation of state/public enterprises in 2015-2019 and the database that allows downloading the final accounts of enterprises. Subject of the financial analysis was the 30 largest enterprises established by the state and the local self-government units. These are enterprises whose total revenues in 2019 amounted to MKD 44,992,939.558, or EUR 732 million. At the end of 2019 they employed a total of 22 140 employees. The analysis was conducted on the basis of five groups of financial indicators from the annual accounts of the enterprises for the period 2015-2019.These are indicators of profitability, efficiency, financial stability, cost-efficiency and liquidity of the enterprises. The analysis detects the condition and the success in the operation of all 30 enterprises together and each of them separately. This is an extension of last year’s analysis, the purpose of which is to summarize in one place the information on the financial operations of enterprises established by the state and local self-government units. Part of the summary findings point to the following: • 30 largest enterprises established by the state and local self-government in the period 2019-2015 increased the generated total revenues by only 2%.• The average rate of profitability in the analysed 5-year period reached modest 6%, and in 2019, the profitability has seen a certain improvement (6.5%). Regular annual shadow report on the state of public procurement in Northern Macedonia.

Today, 6 October 2020, the Center for Civil Communications (CCC) releases its research paper “Mapping Corruption Risks in Public Procurements of Enterprises Owned by the Government and Municipalities”. Corruption risks were mapped as part of in-depth monitoring conducted on tender procedures of 37 joint stock companies and enterprises founded by the Government, the City of Skopje and Municipalities of Kavadarci, Gostivar and Struga. In 2029, these enterprises have signed public procurement contracts in the value of 247 million EUR, accounting for 27% of all public procurements in the country. Key findings from the analysis: Corruption risks detected are manifested as frequent and significant changes to public procurement plans, but also poor implementation rate of these plans. In the case of 16 from 37 analysed enterprises, implementation rate of their public procurement plans is below 50%. The highest implementation rate of 96% is noted with JSC MIA, while the lowest rate of only 1% is noted with JSC Water Economy. Concentration of public procurements with particular company, as one of the most relevant indicators of corruption risks, is a problem noted with large portion of analysed enterprises and joint stock companies. In the case of almost one third of them, concentration of public procurements with one company exceeds 40%. The highest value share for single company is observed with JSC Power Plants, while the highest share for public procurements is observed with JSC Water Economy. Recent training on investigative journalism in the new media, held in late January, 2018 rounded the cycle of ten advanced trainings in which a total of 96 journalists from 55 media from all over the country gained new knowledge and improved their skills for research and reporting on the most important topics in the society.

This is the second media monitoring report, the first being published in 2016. The monitoring covers the investigative and analytical articles and stories published by the media and aims to provide sufficient quality and relevant information to enable the assessment of incidence and quality of investigative and analytical journalistic articles, subject matters and fields covered by those articles. At the same time, the findings should provide the basis for design and planning of series of actions aimed at improved media reporting in general. The report may help journalists and media outlets to identify and locate the weaknesses in their reporting and as a roadmap to improved reporting. NGOs, on the other hand, may use the analysis as indicator for the areas in which enhanced engagement may be needed to ensure more regular, professional and objective information to the public. he monitoring of media reporting that aims to assess the quantity and quality of investigative and analytical reporting is implemented under the auspices of the “Investigative Reporting for Promotion of Reforms” Project, financed by the European Union. Center for Civil Communications published its monitoring report on public procurements organized by institutions at local level. Key findings include: - The already low competition in tender procedures organized on local level continues to decline. Monitored tender procedures were marked by an average participation of 2.4 bidding companies, while 35% of tender procedures were presented with only one bid or no bids.

The Center for Civil Communications (CCC) is regularly monitoring the implementation of public procurement procedures in Macedonia from 2008 onwards, i.e. from the entry in effect of the new Law on Public Procurements, drafted in line with the European Commission’s Directives.

Index of Rationality 15 Index of Rationality no. 15 is developed for new group of goods and services, as follows: industrial salt (sold in bulk and bag-packed), air-conditioners; printer and copy paper; extra light fuel oil EL-1; and X-ray RTG films.

The research among companies related to their experience from participation in public procurement procedures was conducted in the period November - December 2016. It targeted a total of 230 companies from all bigger towns across the country.

The Center for Civil Communications announced today the results of research of active transparency of institutions. The ranking covers all 81 municipalities and the City of Skopje, 15 ministries and the Government. The percentage of fulfillment of the obligations for disclosure of public information of all 97 institutions is 45% (of 100%).
